mallet and beat on the top of the steerer tube i find that every bike i take apart the forks are always stuck in there nice and tight | |

Yeap, give the top of the steer tube a few taps and the tap it up from the bottom and it should loosen everything up. | |

It's getting stuck because their is a rubber (sometimes metal) shim in the top of your headset. Use a rubber hammer on the top. | |
