Feeling resistance when I spin my bars now, they don't spin fluidly anymore and I dont know why.

1. Do I need to re-grease the fork/steertube?
2. Is it a problem with the headset( FSA PIG Sealed)?
3. Anything esle?

hmm, that's strange how old is it?
have you check if it's collected dust, dirt?

I just put in the same exact headset and had the same problem.  First off you need to make sure all cups and the bottom part that goes onto your forks (the race?) are absolutly straight and aligned.  Since the bearings are sealed, it only takes a little bit of presure to stop them from spinning.  I find that using NO grease at all on the forks works best because it puts all the work on the bearings.  You need to tighten them until it is like how you have them, and then leave the stem loose, and start un-tightening the fork cap while moving the forks back and forth with your hand.  Afther a couple of turns side to side retighten you stem, and lift the front wheel up to see how loose they are.  It took me about 5 times to get it right.

Thanks for the info guys, I will try and see if I can fix it again tonight.

1. I was wondering could it possibly be because my fork cap is on too tight?
because I reajusted it about a week ago. But when it is not on tight enough my headset gets shakey.

2. When I reassemble, its tighten stem first then the fork cap?

The fork cap is what takes the slack out of the headset.  You need to tighen it first, then tighten the stem to keep it there.  Once you tighten the cap pick up the front end to see how tight it is.  If it moves freely without any play then tighten the stem.
