That's just for show.  To make people believe that something is being done and, more importantly, is to divert attention away from the Iraq war, which is the real thorn on his side.

They way it works: they [politicians] come up with something that might be scandalous, just grab any of the numberless issues available, then they blow it out of proportion and make it sound like if something is not done, it will be the end of the world as we know it.  They do this by making the public "aware" that this is a serious problem and only they, whoever is bringing it up, can solve it (i.e. they feed the people the line, or lie, to death).  Everybody is in an uproar about it after a few weeks of intense "media coverage," some pick this side of the issue some others pick the other side, but the bottom line is that everybody is caught up in it.

Too little, too late? You bet.  I don't think it's going to work this time around since more and more people are starting to realize things (just look at the latest poll numbers!).

You nailed it on the head right there.

His approval rating sinks to 29% and all of the sudden he is playing to his base. The fucked up thing is he is using our troops for that. These are reservist who will need to take time off their regular jobs to help Bush bring up his approval rating.
