Are there different races for diffferent types of headsets?  I use to have an unsealed race, and now I got 2 races for sealed headsets.  But when i put them on the "washer part" is so wide that it rubs on the bottom rim of the headtube.

The bottom bearing is indented/slatnted as if it is supposed to accept a race or wedge.  I tried your advice and its not such a snug fit.  So i threw on a race for sealed regular headsets, and the fit is OK, but the race is so wide that its grinding on the sides of the headtube (Eastern reaper frame) When I tighten it all up from the steerer tube nut the front end hardly spins.

I got an eastern integrated headset with my used eastern reaper frame.
The parts for the headset I have from top to bottom are:
Some Eastern covering cap
Silver shim/wedge
Bearing
Bearing

Thats it.  Is there supposed to be some race that goes on my fork to press against the bottom half of the headset?

Im looking for some lightweight forks, under 40 ounces. 
Something like an Odyssey Race/dirt/flat or an flatland fork with minimal offset.  A light DK race fork will even do.  Preferably 3/8, but 14mm can work, and NO brake mounts.

This is for my street bike.

And cheap too, or I can trade for it
