They should work on any 3/8" hub. You just thread them over the existing axles, then you have 14mm axles. Now your 14mm fork should fit without any issues.

There is no such thing as a 13t freewheel. You'll need to get a cassette hub. Something like this: http://www.coalitionbmx.com/xcart/product.php?productid=16137&cat=254&page=1
