would i have to buy anything else besides the chainwheel and the freewheel if im downsizing from a 44/16 like a smaller hub or anything please help

There is no such thing as a 13t freewheel. You'll need to get a cassette hub. Something like this: http://www.coalitionbmx.com/xcart/product.php?productid=16137&cat=254&page=1 />
